"The whole aim of practical politics is to keep the populace alarmed (and hence clamorous to be led to safety) by menacing it with an endless series of hobgoblins, all of them imaginary." ~ H.L. Mencken
House, Senate Budgets Set Up False Debate On Corrections Priorities
They always do. The ideal that the penal system is even about correction is ridiculous, not when it is clearly set up to be punitive, with little real effort at allieviating the root causes of crime. For example, the vast majority of inmates are functionally illiterate. Furthermore, victimless crimes -- why do they need to be corrected through the penal system at all? At least the privatization of the prison system makes the real deal of today's prisons perfectly obvious... private=for profit. And, yes... true to modern form, while the profits are private, if there are losses, those will be socialized.
