“Scientists have used brain scanners to detect and reconstruct the faces that people are thinking of, according to a a study accepted for publication this month in the journal NeuroImage.” I'm sure there'd by no danger of government abusing this kind of technology – or any technology.

The government would use this in the same way they use polygraphs. It is useless for retrieving information not already known to the questioner, but perfect for making the subject believe that they have no other options.
In other words, it will be a really, really expensive way to trick ignorant people.
