State Action Needed on Updating Job Licenses
"Iowa lawmakers formed a state board of cosmetology in 1927. With only her experience cutting and styling hair, Mabel Hart of Ames was granted the first “beauty license.” Eventually, applicants had to pass a basic exam. In 1940, the Iowa Legislature required 2,100 hours of education and training — including 100 hours of shampooing practice and theory — to be a licensed cosmetologist."
