Social Security Numbers Can Make Children Victims of ID Theft

Well, duh? Having an ID makes children vulnerable to "ID theft", but it does not make them "victims of ID theft". But even if we correct that ridiculous statement, this is akin to saying that having toys makes children vulnerable to "toy theft". Ya think?!

Only chattel property is numbered.
