In other words, cops don't want criminals to be smart or careful about their cell phone use. They must have forgotten that most of their usual targets are neither smart nor careful, which is likely a significant factor in their choice to become criminals.
Also likely is that the general public, who do not see themselves as criminals, may take offense at this overt attack on the fragile security of their main communications network and complain.
