"It takes little in wartime to turn ordinary men into killers. Most give themselves willingly to the seduction of unlimited power to destroy, and all feel the peer pressure to conform. Few, once in battle, find the strength to resist. Physical courage is common on a battlefield. Moral courage is not." Anyone who joins the state's killing machine doesn't have much moral courage in the first place.
