New Orleans Police Indicted for Shooting Katrina Refugees Trying to Flee Drowning City

"The officers encountered a group of people on the bridge and opened fire. The officers said at least one person in the group had reached for a gun in his waistband. CNN reported in May that autopsy results showed one of the two people who were killed -- Ronald Madison, 40, a mentally ill man who had no criminal record -- was shot in the back.
