"The German Reichstag building was set afire and the Nazis blamed the Communists. A presidential decree granted Hitler emergency powers and on March 23, 24 days later, the Reichstag passed the Enabling Act, granting Hitler dictatorial powers." The USA PATRIOT Act took 45 days from proposal to enactment. I suppose today's totalitarians just aren't as efficient as the old ones.
