N.D. Counties Bring in Consultant on Jail Crowding

“A population surge in North Dakota’s oil patch has crowded jails where drilling activity is the strongest.” In a related article, we find that “The rising number of inmates has made it difficult to accommodate the smaller counties, but also difficult to take on inmates arrested for lesser offenses.” Hmm … perhaps it would be a good practice not to arrest people for “lesser offenses?”
