So, rather than end mandatory minimums, he's just going to tell prosecutors not the charge people who haven't hurt anyone with anything that carries a "draconian" sentence? Wow. That's some real reform there. That he plans to make. I hope he doesn't move too fast; wouldn't want to scare anyone.
