The First Ten Years of the Constitution: The Monster Proceeds Apace

Under Article VIII of the Articles of Confederation, the United States federal government did not have the power to tax. And on reflection, wisely so. As one will note from the quote at the top, the first order of business for the Constitution was into wrest the power of the taxing regime to the top of the political food chain.
