The feds didn’t secure the damn thing properly and it came unmoored and smashed into his boat causing $13k in losses. The feds denied him any compensation too, and so he wouldn’t return the buoy. The feds' counter offer was return the fuckin' bouy peon or we'll sue your pants off. "They said we have enough money in our government toolbox to fight you not to pay you—their exact words,' the [fisherman] said."
