“It was [federal Judge Leonard] Davis and another former East Texas judge, T. John Ward III, who oversaw the Eastern District as it became the hotspot for patent lawsuits—especially Tyler, TX, where Davis' courtroom is, and Marshall, TX, where Ward sat.” Go figure?
