A 'Do-Nothing Congress' for the Record Books?

“The 113th Congress is on track to become the least productive in history, having sent fewer than 70 bills to President Obama for his signature.” This is supposed to be a negative story? We don't want what Congress “produces.”

In effect this is good news. If Congress is not passing laws then it is to our benefit. All in all it might better be to have a government that does nothing than to do something to which the People would come to regret.
