Criminalizing Mental Illness: Jails, Hospitals, or On the Street?

Based on the number of known prisoners, this means there were roughly 283,000 persons with severe mental illnesses locked up in Federal and State correctional facilities, and that was 13 years ago. It has gotten worse since then.
