The Federal Register is the official daily publication for Rules, Proposed Rules, and Notices of Federal agencies and organizations, as well as Executive Orders and other Presidential Documents.  This column attempts to summarize the highlights (or lowlights) of the Federal Register during the preceding week.

JANUARY 20, 2003 :

Looks like we got a reprieve from any new rules today, thanks to the MLK Holiday Observance.  It’s too bad that every day is not a federal holiday!

JANUARY 22, 2003 :

Commodity Credit Corporation (CCC) – Public Hearing On Sugar Cane Crop Allotment

The U.S. Department of Agriculture will hold a public hearing regarding the application of Arizona Sugar Factory, L.L.C. for a cane sugar marketing allocation for the 2003 crop year. 

Much like OPEC controls oil production in its member countries to “stabilize” prices, the USDA establishes an annual “marketing allotment” for domestic cane sugar producers.  When allotments are in effect, no cane processor may market sugar in excess of its allocation.   

These market allocation provisions were determined by the “Farm Security and Rural investment Act of 2002”, which assures protectionist subsidies for domestic sugar growers through price supports and import quotas that ultimately result in higher sugar prices.  

Price-fixing is standard operating procedure in many government organizations.  Yet, the feds routinely sick their attack dogs on private organizations that engage in the practice.  Those who make the rules (and have the guns to back them up) don’t have to abide by them.

JANUARY 23, 2003 :

National Foundation of the Arts and Humanities – Grant for the Mayors’ Institute on City Design

A $400,000 grant is available through the National Endowment for the Arts to support the activities of the mayors’ institute on City Design, a forum designed to foster “an understanding of and appreciation for the role of design in creating vibrant, livable cities, and the importance of mayors and their role as design advocates in American cities.”  A collectivist planner’s wet dream.

JANUARY 24, 2003 :

Department of Transportation – Notice of Intent to Impose a Passenger Facility Charge (PFC) at Jacksonville International Airport

The Federal Aviation Administration plans to impose a PFC of $4.50 on passengers traveling through Jacksonville International Airport in Jacksonville , Florida , from January 1, 2004 until July 1, 2007 .  The revenue will fund a baggage explosive detection system, access control improvements, and communications center upgrades.

The price of a typical round-trip domestic airline ticket increases by nearly 40% due to the myriad of federal, state, and local taxes that are imposed on the flying public.

Presidential Documents – Establishing the Office of Global Communications

The mission of the Office shall be “to advise the President (and other agencies) on utilization of the most effective means for the United States Government to ensure consistency in messages that will promote the interests of the United States abroad, prevent misunderstanding, build support for and among coalition partners of the United States, and inform international audiences. The Office shall provide such advice on activities in which the role of the United States Government is apparent or publicly acknowledged.”

Sounds like an Orwellian propaganda machine to me.
