President Bush declares federal disaster areas in Louisiana, Texas, and Mississippi due to weather related events--entitling them to lots of taxpayer-funded federal grants.

Texas – http://frwebgate.access.gpo.gov/cgi-bin/getdoc.cgi?dbname=2002_register&docid=02-26116-filed

The Fish and Wildlife Service proposes the "designation of critical habitat" for the Mariana fruit bat, the Guam Micronesian kingfisher, and the Mariana crow in Guam and the Commonwealth of the Northern Mariana Islands.  Over 53,000 acres of public and private land fall under the proposed ruling, which will likely lead to considerable restrictions of private property rights.

"Anti-dumping" duties imposed by the International Trade Administration.  Yet another attack on free trade by the Bush administration.

The Fish and Wildlife Service proposes the "designation of critical habitat" for the Santa Cruz tarplant. Approximately 2,900 acres of land fall within the boundaries of the critical habitat designation, placing them under the rules and regulations set forth by the Department of the Interior.

The Fish and Wildlife Service proposes a "Draft Recovery Plan" for the Star Cactus, an endangered species.  Interestingly, its only known habitat in the United States is on a private land site in Starr County, Texas.  Looks like someone’s property rights are in danger.

OCTOBER 18, 2002:

The "Committee for Purchase From People Who Are Blind Or Severely Disabled" adds to the government’s Procurement List products and services to be furnished by nonprofit agencies employing persons who are blind or have other severe disabilities.

Note that these products and services are NOT being purchased based upon any price or quality criteria.  The taxpayer loses again.
