Citigroup to Pay $7B in Subprime Mortgages Probe

“In the deal announced Monday, Citigroup will make a $4 billion civil monetary payment to the Justice Department, and another $500 million in compensatory payments to state attorney’s general and the Federal Deposit Insurance Corporation.” Even if we assume Citigroup harmed some of its customers, how do payments made to governments (governments that were very much participants in the whole mortgage mess) make things right?
