"The whole aim of practical politics is to keep the populace alarmed (and hence clamorous to be led to safety) by menacing it with an endless series of hobgoblins, all of them imaginary." ~ H.L. Mencken

how the National Parks can pay their minions to guard the gates and keep people out of the parks, but not to let them in and enjoy the parks? Even when all they have to do is unlock the gate? Of course, closing the parks and shutting down other "services" that the little guy uses is just for propaganda purposes. This is like the mayor of a City stopping garbage pick-up when he wants a tax increase, it mobilizes the masses to cry for a solution. Otherwise, nobody would notice the shut-down of government and more people would realize that the state does more harm than good.
