Billy the Kid Pardon: Why Should We Care?

I appreciate a successful outlaw as well as anybody, perhaps even better than most. However, with the number of people sitting in prison due to oppressive and unjust laws -- at a cost to taxpayers of more than $30,000 per year -- I find the concept of pardoning Billy the Kid to border on mockery.
