“There were arrests for elections, tax and securities fraud. Crooked cops got busted. A city government acted like a crime racket.” Stories like this are always presented as if they're anomalies, when in fact they are more representative of the norm. Government is a corrupt, fraud and force-based system. Exhibit A.
